He has also served as the chief of police of Torrance, California, as the law enforcement liaison for the Los Angeles County District Attorney's Office, and 27 years with the Los Angeles Police Department. With over 40 years in law enforcement, he brings broad street experience and administrative insight into police procedurals. He was senior vice president of Willdan Homeland Solutions, specializing in emergency management training as well as consultation with state and local agencies and the private sector. He has served as adjunct professor of public administration in the Graduate School of Public Administration at Cal State College, Northridge. He is currently a professor of criminal justice at the National University. He holds a bachelor's degree in criminology from Cal State Long Beach and a master's degree in public administration from the University of Southern California. Miller was made principal at Malibu High School beginning with the 2019-20 school year, but already had years of experience in the community. He was a Spanish teacher from 2007-13 and assistant principal from 2015-17 at Malibu High, and principal of Webster Elementary School from 2017-19. For those who are counting: the missing two years were spent as assistant principal of A.E. Wright Middle School in Calabasas, part of the Las Virgenes Unified School District.
