California becomes first state to require ethnic studies for high school graduation

“It’s high time that we addressed the demographic imperative,” said Theresa Montaño, professor of Chicana/o studies at Cal State Northridge. She noted that the battle over ethnic studies courses began in the 1960s. “In California, 70% of students are students of color. They go through 12 years of an education — taking everything from mathematics to biology — and yet it’s taken 53 years to get a single course in something that is relevant to their own personal historical trajectory.” -- Los Angeles Times

CSUN's Katherine Lorenz: Mandatory Reporting Can Trigger Investigation Without Survivors’ Consent

Title IX of the Education Amendments of 1972 prohibits sex discrimination in higher education to enforce that no one be “excluded from participation in, or be denied benefits of, or be subjected to discrimination under any education program or activity” on the basis of sex. U.S. higher education institutions that receive federal funding must comply with Title IX guidelines, which includes responding to allegations of sexual violence (including harassment and assault) with a prompt grievance process that is fair to both parties. Up until Betsy DeVos’s modifications to the guidelines established in the Obama-era 2011 Dear Colleague Letter, Title IX required institutions to have a mandated reporting process as part of their mechanism of responding to sexual violence allegations. Mandated reporting requires that any disclosure of sexual violence made to a higher education employee (e.g., faculty, staff, coaches, graduate workers) who is designated as a responsible employee must be promptly reported to the Title IX office at that institution. Mandated reporting policies, while packaged as a supportive mechanism to prevent allegations of sexual violence from being “swept under the rug” by campus administrators, in practice have usually been an agent of controlling survivor narratives at the threat of disciplinary action for university employees who receive these disclosures and a mechanism for silencing survivors. -- Truthout

San Fernando Valley State changed its name to CSU Northridge after that same season, buying and then bulldozing Devonshire Downs for other campus purposes. It soldiered on through another three decades of football before it, too, dropped the increasingly expensive sport. -- Noozhawk

Reyes legislation to ensure students complete financial aid applications signed by Governor

Assembly Majority Leader Reyes (D-San Bernardino) joined Governor Gavin Newsom at California State University, Northridge for the signing of AB 469, a bill authored by Majority Leader Reyes to implement the requirements that high school seniors complete and submit the Free Application for Federal Student Aid (FAFSA) or the California Dream Act Application (CADAA). AB 469 is a follow-up to AB 2015 of 2018 which required that school districts provide information to students on how to properly complete and submit the FAFSA and CADAA applications. Additionally, Majority Leader Reyes worked with Governor Newsom to include in the 2021-2022 state budget funding and requirements related to the completion of these important applications, which have a demonstrated impact on the future of higher education success of high school students.-- Inland Empire Community News
