CSU Interim Systemwide Time, Place and Manner Policy

CSUN recognizes Freedom of Expression as a core component of our educational mission and a cornerstone of social exchange as articulated within the U.S. Constitution First Amendment. As we support and collaborate with members of the campus community to achieve these outcomes, it is also our responsibility to ensure the rights of all members of the campus community are respected, and to maintain an environment where the work of the university can continue productively and safely.

CSU Interim Systemwide and University Policies and Procedures Concerning the Use of University Property are provided below.

The CSU Interim Systemwide Time, Place and Manner Policy seeks to facilitate freedom of expression while protecting the right of students and employees to learn and work in a safe environment, free of disruptions that interfere with the instructional, administrative and other operations of the university.

  • CSU Interim Systemwide Time, Place and Manner Policy is effective immediately for external community members and those not affiliated with the university. All campuses of the CSU are required to adhere to system-wide polices concerning the time, place and manner of permitted and prohibited activities on CSU campuses.
  • CSUN Addendum to the CSU Systemwide Time, Place and Manner Policy is effective immediately for external community members and those not affiliated with the university.
