Avalos speaks Spanish fluently and is a certified municipal clerk who has earned two master’s degrees—one in public administration from Cal State Northridge and on in education from Cal State Long Beach, and a bachelor’s degree in biological sciences from Cal State Dominguez Hills. She also participated in executive education courses in public policy at the University of Southern California.
