Represented / Non-Represented Employees:

At California State University, employees are designated as represented or non-represented in accordance with the provisions of the Higher Education Employee-Employer Relations Act (HEERA) of 1979.

Represented employees, including work leads, are individuals who belong to a bargaining unit and are covered by a collective bargaining agreement (CBA).  Placement within a bargaining unit is determined by position as designated in the appropriate CBA. NON-REPRESENTED EMPLOYEES ARE NOT COVERED BY A COLLECTIVE BARGAINING AGREEMENT.

This includes individuals hired as:

  1. Management Personnel Plan (MPP) – An MPP is one who has significant responsibilities for formulating or administering policy or programs.

  2. Confidential –Employee required to develop or present management's position with respect to negotiations with unions, or whose duties normally require access to confidential information that contributes significantly to the development of such management positions.

  3. Casual Worker – Employee hired on a part-time, temporary, and intermittent basis to perform non-bargaining unit work.

  4. Student Assistant – Employee who works part-time during academic periods and may work full-time during break periods performing clerical, technical, maintenance, custodial, laboring or other work as assigned.
