Supplemental Paid Sick Leave (SPSL) Update CA SB 114

On February 19, 2022, California Senate Bill (SB) 114, became effective. This bill provides employees up to 80 hours of supplemental paid sick leave for specific COVID-related absences. The 80 hours are pro-rated for part-time employees and exempt employees may only use the time in whole day increments. The leave time is retroactive to January 1, 2022 and is available for use:

  • through September 30, 2022 for employees represented by UAPD, CSUEU, APC, Teamsters, and UAW, and
  • through December 31, 2022 for non-represented employees, and employees represented by CFA and SUPA.

Please note – updates may be made to these timelines for represented employees after the meet and confer processes are completed.

Qualifying Reasons for Leave Up to 40 hours (5 days) of SPSL can be used for the following reasons when employees are unable to work on site or telework:

  1. Employee is subject to quarantine or isolation related to COVID-19, as defined by the State Department of Public Health, Centers for Disease Control and Prevention, or a local health officer who has jurisdiction over the workplace; or
  2. Employee is advised by a health care provider to isolate or quarantine due to concerns related to COVID-19; or
  3. Employee is attending an appointment for themselves or a family member to receive a COVID-19 vaccine or a vaccine booster (See limit on use of hours below.); or
  4. Employee is experiencing symptoms, or caring for a family member experiencing symptoms, related to a COVID-19 vaccine or vaccine booster that prevents the employee from being able to work (See limit on use of hours below.); or
  5. Employee is experiencing COVID-19 symptoms and seeking a medical diagnosis; or
  6. Employee is caring for a family member who is subject to a quarantine or isolation order or guideline or who has been advised to isolate or quarantine by a health care provider due to concerns related to COVID-19; or
  7. Employee is caring for a child whose school or place of care is closed or otherwise unavailable for reasons related to COVID-19 on the premises.

Up to 40 hours (5 days) of additional SPSL can be used only for the following reason when employees are unable to work on site or telework:

  1. Employee, or a family member that is under their care, tests positive for COVID-19. Employees do not need to exhaust the leave to which they are entitled to for reasons 1), 2), or 3), before using this additional SPSL. Employee will be required to provide positive test result for themselves or impacted family member to qualify for these 40 hours.

Vaccine or Vaccine Booster Time Limits For each vaccination or vaccine booster:

The total COVID-19 supplemental paid sick leave is limited to 3 days (24 hours) for each vaccination or vaccine booster. If the employee or their family member continues to experience symptoms related to the vaccine or vaccine booster beyond 3 days (24 hours) limit, the employee must provide verification from a health care provider upon request. The 3 day or 24-hour limitation applies to each vaccine or vaccine booster and includes the time used to get the vaccine or vaccine booster.

Important Vaccination and Booster Updates

As announced December 22, 2021, to be fully immunized against SARS-CoV-2 and in compliance with the University's COVID-19 vaccination policy, faculty, staff and students who are accessing university facilities or programs are required to receive a vaccine booster shot.

All non-represented employees and students who are accessing campus facilities were to provide certification of booster no later than February 4, 2022 or upon eligibility according to CDC guidelines.

All CFA (Unit 3) represented employees who are accessing campus facilities were to provide certification of booster no later than February 28, 2022, or upon eligibility according to CDC guidelines, whichever is later.

All SUPA (Unit 8) represented employees who are accessing campus facilities are expected to provide certification of booster no later than March 31, 2022, or upon eligibility according to CDC guidelines, whichever is later.

All other represented employees are encouraged to obtain their booster as soon as eligible and input their certification. We will update you of specific timeline requirements after the meet and confer processes are completed.

Employee Fee Waiver Application Period for Fall 2022 | Now through May 20

The CSU Fee Waiver Application Module is currently available to submit your application for the Fall 2022 semester. In order to ensure timely processing, please submit your application no later than May 20,2022.

Governor Rescinds COVID-19 Related CalPERS Retired Annuitant Exception | April 1

While we are awaiting full details and direction from the Chancellor’s Office, we wanted to let you know that Governor Newsom has signed an Executive Order (N-04-22) which effective April 1, 2022 rescinds COVID-19 retired annuitant related exceptions. Effective April 1, 2022, the 960 hour and the 180 “wait” limits are reinstated (with clarifications cited below).

960 Hour Limit Reinstated

Any hours worked before March 31, 2022 in a COVID-19-covered position this fiscal year (21/22) will not be counted toward the 960 limit. However, any hours worked after March 31, 2022 AND any hours worked this fiscal year that are non-COVID-19-covered cannot exceed 960 hours or 50% of the hours employed during the last fiscal year prior to retirement, whichever is less.

180 Day Wait Requirement Reinstated

If a retired annuitant is hired prior to April 1, 2022, they are exempt from the 180 day wait requirement. Retired annuitants hired after March 31, 2022 are subject to the 180 day wait requirement.

IMPORTANT NOTE: Retired annuitants who are hired before April 1, 2022 are still subject to the 180 day wait after June 30, 2022 (end of the fiscal year). If they have not been retired 180 days since separation, they must stop working June 30, 2022 until the 180 day requirement has been observed. For example, an employee retires February 28, 2022 and then returns to work March 15, 2022. The retired annuitant would have to separate from the retired annuitant position on June 30, 2022 and would not be able to return as a retired annuitant until September 1, 2022.

Additional information will be provided to managers as it is received.

CSUN's 56th Annual Staff Service Awards! Is It Your Time To Be Recognized?

Plans are currently underway for CSUN to celebrate the 56th Annual Staff Service and Recognition of Excellence Awards Event. This event recognizes employees who have achieved milestones in five-year increments of dedicated service to the University.  At this year's event, we expect to honor nearly 300 employees recognized for collectively providing more than 3,200 years of service to the University!

Update on CSUN’s Progress in Wave 2 of CSU’s Common Human Resources System (CHRS)

As part of the CSU’s Wave 2 campuses, we’re pleased to share that CSUN’s CHRS team is starting major milestone of Pass 1 testing starting April 4th. This testing is expected to last until July.

The CHRS Team will reach out to campus partners and highlight new functionality and changes in the coming months.

CSUN’s CHRS tentative Go-Live-Date is set for December 2022!

California Faculty Association Salary Adjustment

A General Salary Increase (GSI) of 4% effective July 1, 2021 has been implemented for eligible Unit 3 employees per the collective bargaining agreements between the California State University (CSU) and the California Faculty Association (CFA). 

This increase will appear on April 2022 pay warrant to be issued on 05/01/2022, or the first pay warrant after faculty re-appointment. Separate pay warrant(s) will be issued for eligible retro-active salary adjustments

Faculty may review their new pay rate and compensation history by accessing View My Compensation History from the Human Resources / Employee pagelet on the myNorthridge Portal at www.csun.edu, beginning MM/DD/YY.

Please note that HR / Academic Personnel and Payroll Operations will be working on a small number of exceptions that require manual updates.  As such, if you do not see your increase in the portal on 05/01/2022 please check the portal again after 05/12/2022.

Social Security Online Retirement Estimator

The Social Security Retirement Estimator produces estimates that are based on your actual Social Security benefits. You can also apply for Social Security, check the status of your online application, and complete many other transactions by visiting the Social Security Administration Website.

Employer-Provided Health Insurance Offer and Coverage Statements (1095-B and 1095-C) for Tax Year 2021

Under the Affordable Care Act (ACA), the State of California is required to file annual reports with the Internal Revenue Service (IRS) and furnish a statement to full-time employees with information about the health coverage offered to the employee and their dependent children, using IRS Form 1095-C. Health coverage providers are also required to file annual reports with the IRS and furnish a statement to individuals with information about those who had minimum essential coverage for at least one day during the preceding calendar year, using IRS Form 1095-B.

By January 31, the State of California, via the State Controller’s Office, will issue a Form 1095-C to its full-time employees with information about the health coverage offered, if any, to the employee and their dependent children. The state’s health coverage providers will also issue a Form 1095-B to employees who were enrolled in state-sponsored health coverage for at least one day during the preceding calendar year.
